State Energy Incentive Programs
New York Energy Smart Incentive Programs
is designed to continue energy efficiency, low-income services, research and development, and environmental protection programs during the State's transition to electric retail competition, and is a key element in the restructuring of New York's electric utility industry.
In 1998, to ensure that these kinds of programs continue to benefit New Yorkers, the State's Public Service Commission (PSC) named the New York State Energy Research and Development Authority (NYSERDA) administrator of these programs, which are paid for by a System Benefits Charge (SBC) on the electricity transmitted and distributed by the State's investor-owned utilities. The New York Energy $martSM program is being implemented in those utility territories. Some 2,700 projects in more than 30 programs are funded under New York Energy $martSM.
NYSERDA, a public benefit corporation, provides energy-related technical and financial packaging assistance to businesses and institutions to promote energy efficiency and economic development. NYSERDA sponsors energy research and development programs that promote safe and economical energy production and efficiency technologies in New York State, issues tax-exempt bonds and notes for energy-related projects, and analyzes the effect of New York's energy, regulatory, and environmental policies on the State's business, institutional, and residential energy consumers.

New York State Public Service Commission
The Department of Public Service has a broad mandate to ensure that all New Yorkers have access to reliable and low-cost utility services. The Department is the staff arm of the . The Commission regulates the state's electric, gas, steam, telecommunications,and water utilities. The Commission also oversees the cable industry. The Commission is charged by law with responsibility for setting rates and ensuring that adequate service is provided by New York's utilities. In addition, the Commission exercises jurisdiction over the siting of major gas and electric transmission facilities and has responsibility for ensuring the safety of natural gas and liquid petroleum pipelines.
New York State Energy and Development Authority
is a public benefit corporation created in 1975 by the New York State Legislature. NYSERDA administers the New York Energy $martSM program, which is designed to support certain public benefit programs during the transition to a more competitive electricity market. Some 2,700 projects in 40 programs are funded by a charge on the electricity transmitted and distributed by the State's investor-owned utilities. The New York Energy $martSM program provides energy efficiency services, including those directed at the low-income sector, research and development, and environmental protection activities.

Federal Energy Regulatory Commission
, or FERC, is an independent agency that regulates the interstate transmission of electricity, natural gas, and oil. FERC also reviews proposals to build liquefied natural gas (LNG) terminals and interstate natural gas pipelines as well as licensing hydropower projects. The Energy Policy Act of 2005 gave FERC additional responsibilities as outlined in FERC’s top priorities and updated Strategic Plan. As part of that responsibility, FERC regulates the transmission and sale of natural gas for resale in interstate commerce, the transmission of oil by pipeline in interstate commerce, and the transmission and wholesale sales of electricity in interstate commerce. It licenses and inspects private, municipal, and state hydroelectric projects, approves the siting of and abandonment of interstate natural gas facilities, including pipelines, storage and liquefied natural gas, and ensures the reliability of high voltage interstate transmission system to name a few.

(USEA) is the U.S. Member Committee of the World Energy Council (WEC). USEA is an association of public and private energy-related organizations, corporations, and government agencies. USEA represents the broad interests of the U.S. energy sector by increasing the understanding of energy issues, both domestically and internationally.
USEA coordinates participation of the United States in the WEC by nominating representatives to WEC activities, organizes the U.S. delegation to the triennial WEC Congress, WEC Executive Assembly Meetings and Regional Energy Forums.

(EIA), created by Congress in 1977, is a statistical agency of the U.S. Department of Energy.
